Summary

ln recent years the spread and dynamic of information and communications technologies (ICT) across Europe have been steadily increasing. Today the high importance of ICT for the EU economy and business, services, domestic and leisure activities is obvious. ICT developments have created an 'information society' with consequential new possibilities and challenges in all areas of work and life. This is especially true of ICT work itself. ICT practitioners - skillied and highly skillied ICT staff - are needed to manage business and work processes in both the core ICT sector and in ICT user industries. To understand, produce and use the new information and communications technology (computers, networks, the Internet, new hard- and software applications, e-commerce, fixed and mobile telecommunications, consumer electronic devices, digital cameras and television, etc.) , increasingly demands a wide range of ICT competences and skiIls. This is one of four studies which Cedefop launched in support of the e-Europe programme and e-skills forum set up by the European Commission in 2003, covering three user industries (automotive, banking and financing, media and graphic arts) and the ICT manufacturing industry. The focus of the last of these is on subdegree level skiIls and training issues.

Die Niederlande werden oft als eines der europäischen Länder bezeichnet, die die mit der Globalisierung verbundenen schwierigen Aufgaben äußerst erfolgreich bewältigt haben. Das niederländische Modell, bei dem sich Staat, Sozialpartner und andere Stellen gemeinsam um einen Konsens bemühen, hat zur Schaffung von Rahmenbedingungen geführt, die eine Flexibilisierung des Arbeitsmarkts mit sich gebracht haben, wobei die Erfordernisse von Benachteiligten erkannt und berücksichtigt werden. Im internationalen Vergleich ist das Bildungsniveau der Bevölkerung relativ hoch. Dennoch bietet die Zahl der gering qualifizierten Erwachsenen Anlass zu Besorgnis. Eines der charakteristischen Merkmale des niederländischen Bildungssystems ist die bewusste politische Strategie zur Gestaltung der Berufsbildung als separatem Bildungsweg mit eigener Prägung, über den hohe Qualifikationen erlangt werden können. Als ein weiteres Merkmal kann die sehr weit reichende Regionalisierung und Dezentralisierung angeführt werden. Dies hat zur Folge, dass die Bildungs- und Ausbildungseinrichtungen sehr viel Freiheit genießen und ein hohes Maß an Verantwortung für die Verwaltung ihrer - personellen wie finanziellen Ressourcen, haben. Darüber hinaus wurde eine umfassende kompetenzbasierte Qualifikationsstruktur eingeführt. In dieser Kurzbeschreibung können nicht alle Einzelheiten eines komplexen Systems geschildert werden, das sich deutlich von dem anderer EU-Mitgliedstaaten unterscheidet. Dem Bericht sind jedoch Anhänge beigefügt, in denen detailliert Fundsteilen für weitere Informationen aufgelistet werden.

Das Arbeitsprogramm spiegelt die mittelfristigen Prioritäten 2003–2006, ihre Ziele und Schwerpunkte wider. Die mittelfristigen Prioritäten stecken die strategischen Ziele der Tätigkeiten des Cedefop in den Jahren 2003–2006 ab und bilden damit die Grundlage des Arbeitsprogramms 2005. In den mittelfristigen Prioritäten werden auch die Rolle des Zentrums, seine Partner, seine Hauptaufgaben und der allgemeine Politikrahmen, in dem es tätig wird, genau beschrieben. Das Arbeitsprogramm erläutert die für 2005 geplanten Tätigkeiten des Cedefop, die als konsequente und systematische Umsetzung dieses mehrjährigen Ansatzes präsentiert werden, wobei die einzelnen Aktivitäten und Ergebnisse zur Verwirklichung der mittelfristigen Strategie ausgewiesen werden. Für alle Tätigkeiten werden Zeitrahmen, Hintergrund, Hauptzielgruppe, erwartete Ergebnisse, Arbeitsmethoden und Leistungsindikatoren angegeben. Voraussetzung für die Durchführung des Arbeitsprogramms ist die Bereitstellung aller aufgeführten Haushaltsmittel und Personalressourcen.

Future education : learning the future : scenarios and strategies in Europe. European Centre for the Development of Vocational Training.

Summary

Strategic planning is considered of increasing importance for organisational management as well as for policy makers in various sectors, including education and training. Strategic planning takes into account the ever-changing environment, objectives and different actors. One way of planning more effective strategies is by means of scenarios. In that sense, scenarios are not an end in itself, but a means to open minds towards better thinking about the future and towards the best possible strategies. This is the final report of the coordinating research team and project management on the second phase of the joint Cedefop/ETF scenario project. During this phase a refinement of national scenarios and strategies was undertaken on the level of participating current and forthcoming Member States. The outcomes are therefore less coherent and more diverse, however, they permit a more thorough insight into the respective States' prospects. This phase was finished by a major European level conference with stakeholders in Tallinn in October 2002, its results have been taken into account in this report. All national and summarising contributions on which this final one is based can be consulted at www.trainingvillage.gr.

Summary

The main objective of the study is to examine existing environmental education and agricultural practices friendly to the environment. In addition, it aims to define new knowledge qualifications related to environmental issues in producing alternative agricultural products without agrochemicals (organic farming) and how these qualifications can best be acquired. To meet these objectives, specific questionnaires were designed for each category of people involved in the chain - organic farmers, certification institutes, inspectors, consultants, teachers, retailers, and consumers. The main findings of the study is that education, training, innovation transfer, and information on producing and distributing certified organic products are important for all the bodies involved in the chain, regardless of educational level. Results suggest that several curricula can be designed and implemented with expected rapid increases in the market for certified organically produced products within the EU.

This glossary defines a selection of terms used in the field of vocational education and training (VET) policy in Europe. It is intended for researchers and practitioners and more generally, for all those involved in VET policy. It does not represent an exhaustive inventory of the terminology used by specialists; rather it identifies key terms that are essential for an understanding of current VET policy in Europe. This glossary, published in collaboration with the European Training Foundation (ETF) in Turin, has been prepared in collaboration with Cedefop's Translation Service, VET experts and a number of the Centre's partners. It is in six languages, namely English, French, German, Czech, Hungarian and Polish. It is our hope that this work will aid communication among stakeholders and contribute to a better understanding of European Union VET policy.

The Agora X demonstrated that in a world characterised by constant change in the fields of technology and labour organisation, it is an illusion to seek a strict match between training and employment. As a consequence, the approach to guidance and the profession of information and guidance counsellor have completely changed. The traditional model – to find for each citizen the career best matching his/her capacities and preferences – is gradually giving way to a model of guidance which seeks to help individuals best adapt to the existing structures in the real world. People must now be able to seize any interesting job opportunity in a fluctuating and unforeseeable labour market. In a society affirming the absolute need for lifelong learning individuals must learn to obtain guidance on an ongoing basis. This is changing the nature of guidance: it has become a fully-fledged educational act in which the vocational guidance counsellor has become both a trainer and a tutor, as was demonstrated by a number of case studies presented to the Agora.

Summary

Das System der allgemeinen und beruflichen Bildung in Luxemburg weist gewisse Besonderheiten auf. Aufgrund der geringen Größe des Staatsgebietes und der traditionell großen Bereitschaft des Landes, sich nach außen zu öffnen, umfasst die Bevölkerung eine hohe Zahl von Zuwanderern und der Arbeitsmarkt verzeichnet einen erheblichen Zustrom aus der Großregion. Dies bleibt nicht ohne Auswirkungen auf das allgemeine und berufliche Bildungssystem. Auch die Sprachensituation im Land ist ungewöhnlich. Die Luxemburger sind dreisprachig: Von der Primarschule an lernen sie Luxemburgisch, Deutsch und Französisch. Die Mehrsprachigkeit stellt eine der größten Herausforderungen an das derzeitige System der allgemeinen und beruflichen Bildung dar, und dies insbesondere im Hinblick auf die Integration des hohen ausländischen Bevölkerungsanteils. Die auffälligste Besonderheit des Berufsbildungssystems in Luxemburg besteht darin, dass im Rahmen der Schule ein dem deutschen dualen System vergleichbares Berufsbildungssystem angeboten wird. Der allgemein bildende Unterricht und die fachtheoretische und berufliche Ausbildung finden in der Schule statt, während die praktische Ausbildung in den meisten Berufen in Unternehmen erfolgt. Diese spezielle Ausbildungsform findet sich zwar hauptsächlich im Rahmen der Lehrlingsausbildung, doch hat das alternierende Konzept auch in eine Vielzahl anderer Ausbildungsgänge Eingang gefunden.

L'Agora X a démontré que dans un monde où la technologie et l'organisation du travail évoluaient en permanence, il était illusoire de rechercher une adéquation stricte entre la formation et l'emploi. Cela a totalement modifié l'approche du conseil en orientation et la profession de conseiller d'information et d'orientation. Le modèle traditionnel, consistant à trouver pour chaque citoyen la carrière correspondant le mieux à ses capacités et à ses goûts, fait progressivement place à un modèle de conseil en orientation visant à aider l'individu à s'adapter au mieux aux structures existantes du réel. Il s'agit d'être capable de saisir au vol toute opportunité d'emploi intéressante sur un marché du travail fluctuant et imprévisible. Dans une société affirmant l'absolue nécessité de se former tout au long de la vie l'individu doit apprendre à s'orienter de façon constante, ce qui transforme la nature de l'orientation. L'orientation est devenue un acte éducatif à part entière dans lequel le conseiller d'orientation professionnelle devient à la fois formateur et tuteur comme l'ont montré un certain nombre d'études de cas présentées lors de l'Agora.
