Summary

The study is experimental and to some extent necessarily descriptive in nature. It presents the results of the adjustment performance within the areas of labour market, business behaviour and technological development for 23 manufacturing sectors in 14 countries over the last 10 years (1995 – 2005 and for some indicators 1996 – 2006). Due to the restricted nature of the study as well as data availability, the study does not cover the services sector – which is considered a clear limitation. This key findings report will now point to the highlights of the study “Measuring and Benchmarking the Structural Adjustment Performance of EU Industry”.

Summary

In October 2010, the European Commission, DG Enterprise and Industry, launched a study on the impact of international industrial policies on Key Enabling Technologies (KETs). The study was carried out by Danish Technological Institute and IDEA Consult. The process of strengthening key enabling technologies (KETs) within the EU's industrial policy and innovation framework was initiated with the adoption of the Communication "Preparing for our future: Developing a common strategy for key enabling technologies". In July 2010, the European Commission established the High-Level Expert Group on Key Enabling Technologies (HLG), which will support the European Commission‘s efforts aimed at developing a shared long-term European strategy for key enabling technologies. This study on the impact of industrial policies on key enabling technologies will complement the activities of the HLG by identifying and comparing high-technology policies in EU Member States as well as leading and emerging regions/countries, in particular with regard to the different measures supporting the deployment of KETs. This study and the final report of the HLG will feed into the European Commission‘s development of a long-term European strategy for KETs.

Summary

The overall objective of the study is to analyse the degree and consequences arising from the internationalisation, fragmentation and security of supply of value chains for European industry. The focus is predominantly on the supply side (i.e. upstream) as opposed to the demand, downstream, side. While globalisation can indeed be a positive development for Europe, there are also risks involved. This Final Report provides a synopsis of the “Study on internationalisation and fragmentation of value chains and security of supply”, undertaken during 2011 for DG Enterprise & Industry. It briefly reviews the methodological approach adopted, the main issues arising from the literature review which provided the background to the study, and short summaries of each of the five case studies undertaken. Finally, some overarching conclusions are drawn including policy recommendations arising directly from the case studies.

Summary

This final report for the study "Lead Market Initiative - Assessing the impact of national recovery measures on construction in the EU-27" provides an analysis and results of the activities carried out, conclusions and recommendations on a role for the Commission with respect to monitoring and evaluation. Construction is a cornerstone of the economy in all developed countries. In the European Union, the sector accounted for around 10 per cent of the GDP in 2011. Just how important construction is to the economy differs between the individual countries and ranges from 4.8 to 23.8 per cent of GDP in Greece and Spain respectively. Given the importance of the construction sector to the overall economy, the negative impact of the financial crisis on the sector has urged Member States to take action. The objective of this study is to " analyse how Member States have effectively implemented recovery measures to stimulate the demand for sustainable construction and to boost the competitiveness of the enterprises in the construction sector‘, and to analyse the mechanisms which have been used to monitor and assess the likely effects and impacts of the various measures with respect to policy goals".

Summary

Over the last few decades, the EU has become a “service economy” as service sectors have grown faster than manufacturing sectors, and services now account for some 70 percent of the EU economy. This also implies that the performance of the EU economy will largely depend on the performance of the service sectors. In this report we concentrate on an important segment of the service sectors, namely business services. The business service sector currently accounts for almost 2000 billion euro turnover and 24 million people are directly employed in the sector in a total of more than 5 million enterprises. Several studies have shown that the level of productivity in business services is substantially below that of the U.S., explaining a large part of the productivity gap between the EU and the U.S. at the macroeconomic level. The question then comes to the fore what is behind this malfunctioning of EU business services, and what can be done at EU and national policy levels to improve its performance.

Summary

E-skills are crucial for competitiveness, innovation and growth in the ICT sector as well as in related sectors. It is therefore important to ensure that European enterprises have access to an e-skilled workforce as well as ensure that European ICT practitioners are provided with the right incentives and training opportunities to constantly develop and update their e-skills to meet the requirements of enterprises. Moreover, it is important that entrepreneurs have the e-skills required to exploit fully the innovation potential of ICT. From a policy perspective, the key challenge is to ensure that European education and training systems are sufficiently prepared to meet the future demand for e-skills in Europe. Cloud computing is increasingly rolled out in large and small enterprises, and cloud computing can potentially leverage the strengths of European SMEs and increase their innovative abilities. Besides legal issues, its future success depends on the following factors: - First, whether potential users will regard it as reliable and secure enough compared to their current on-site solutions. Cyber security is therefore a key topic that cannot be left out of the cloud computing debate. - Second, the skills of ICT practitioners, users, managers and entrepreneurs (eskills) play an important role, as the adoption and further development of these technologies can be enhanced by the right mind-set, knowledge and skills. - Third, on the readiness and motivation for SMEs to embrace cloud computing both from an ICT perspective but also from a managerial and business perspective. - Fourth, whether viable start-up environments use and develop cloud computing solutions and take the lead in a market that is taking off right now.
