Summary
this document contains the final results of the study “The EU furniture market situation and a possible furniture products initiative”. Our research aimed at identifying whether a possible initiative on furniture products could respond to some of the main challenges currently affecting the sector, as described below. This Study was prepared by a team of researchers from the Centre for European Policy Studies (CEPS), headed by CEPS Senior Research Fellow Andrea Renda, in cooperation with the Centre for Industrial Studies (CSIL), Demetra and Economisti Associati. One quarter of the world’s furniture is produced in the EU. In 2010, about 940,000 European workers were employed in approximately 130,000 firms. In the same year, the sector’s production amounted to more than €83 billion with a value added of nearly €29 billion.1 Germany, Italy, Poland and France ranked among the top 10 furniture manufacturers worldwide, and held a combined share of 17% of world production and almost 60% of EU production. The furniture sector stands to benefit from the EU Flagship Initiative on Industrial Policy in the Globalization Age launched within the Europe 2020 strategy.2 This initiative places emphasis on the role played by the European manufacturing industry as a driver of economic growth and employment levels in Europe. Yet, the EU share of world furniture production has constantly contracted over the last decade and the value of furniture production in 2012 was back to the level of a decade ago. This trend is driven by several factors, each having a different impact on the various layers of the value chain, as will be explained in detail below.

Summary
This study aims at understanding if and how much the costs of EU regulation impact on the cost structure of the European steel industry and on its international competitiveness. It does so by identifying and where possible quantifying the cumulative cost of selected EU legislation on the sector. The study followed an approach similar to a "fitness check". The study however is not an assessment of the costs compared to the benefits of the legislation considered and as such differs from the a fully-fledged "Fitness check" which would identify, quantify and assess the benefits of relevant legislation for a sector and compare them to burden and costs.

Summary
The purpose of this evaluation was to provide DG Enterprise and Industry with an independent study of its operational activities in the field of EU Innovation Policy. The evaluation developed conclusions and recommendations by assessing the relevance, effectiveness and efficiency of six selected activities, and where appropriate, provides further recommendations in light of the new Framework Programme for Competitiveness and Innovation (CIP). The evaluation covered six activities financed under the 5th and 6th RTD Framework Programme, all of which are managed by DG Enterprise and Industry. The selected activities were: the network of Innovation Relay Centres Network (IRCs); the Innovating Regions in Europe platform (IRE); the Intellectual Property Rights Helpdesk (IPR Helpdesk); Gate2Growth’s ProTon Europe and InvestorNet; the KREO project of the Pilot Action of Excellence of Innovative Start-Ups (PAXIS); and the TrendChart on Innovation in Europe. The results of this evaluation will contribute to the implementation of priority objectives of the Competitiveness and Innovation Policy.

Cumulative costs are compared to production costs and current margins of the European primary aluminium industry, as well as to the production costs of international primary aluminium producers. The analysis draws on a sample of 11 primary aluminium plants, representing 60% of the total EU27 primary aluminium production in 2012.
