This volume is intended both for policy-makers and statisticians and for all those concerned about the impact of economic and social policies on people's lives and the ways in which the social dimension of Europe and its monitoring can be reinforced.

    Checking research outputs for disclosure risk is commonly carried out by statistical agencies and other managers of secure facilities. This can be a time-consuming task, requiring skilled staff. This paper discusses the development of an automatic tool for the statistical disclosure control (SDC) of research outputs. The purpose of the tool (ACRO, for Automatic Checking of Research Outputs) is to distinguish between research output that is safe to publish, output that requires further analysis and output that cannot be published because of substantial disclosure risk. In this document we review the problem and design goals, and describe the implementation of the tool as a proof-of-concept. The prototype tool is only able to address simple problems; but as these constitute both the biggest risk and the most time-consuming outputs to check, there is significant potential to reduce resource costs for data holders. We also reflect on the broader lessons learned about the desirability of an automatic tool; in particular, the need for acceptance of the “good-enough-ness” quality of a tool. That is, that the tool reduces the burden to the researcher and/or to the data holder who has to certify that the output is safe to publish. There are clear dividing lines between the statistical problems where the cost-benefit argument supports automation, and where it does not.

    Trusted Smart Statistics endeavour aims to develop statistics in datafied societies, leveraging information from the web (Web Intelligence), using innovative data collection methods and “smart systems”. Within the framework of Trusted Smart Statistics and Web Intelligence, this paper presents the results of a proof-of-concept of retrieving information about MNEs and enterprise groups from open source data from the web. It brings together the results of research undertaken within the framework of “Smart Data for MNEs” including scoping and assessment of relevant data sources for developing the necessary components of web scraped data, processing the information for further analysis, transforming and visualising this information, exploiting relevant aspects in order to enhance and extend the availability of information on MNEs. The results of this study provide input for the developments within the Trusted Smart Statistics framework, leveraging information from the web.

    The Eurostat regional yearbook provides statistics on the people, economy and environment for regions across the European Union (EU). National figures alone cannot reveal the full and sometimes complex picture of what is happening within the EU’s Member States. This has become even clearer during the COVID-19 pandemic that has profoundly changed the world that we live in. While all regions in the EU have been affected, there have been marked differences in regional outcomes reflecting, among other factors, the prevalence and circulation of the virus, the age structure of populations, the level of healthcare staff and specialist equipment, economic structures and specialisations, digital infrastructures, differences in environmental conditions and different strategies implemented by national, regional or local authorities. There has been an asymmetric impact on regions with particular economic specialisations, for example, those that normally welcome a high number of tourists, regions characterised by high levels of international or retail trade, or regions characterised by high levels of precarious employment. The Eurostat regional yearbook offers a set of indicators, which are divided into three main parts: people and society, economy and business, and the environment and natural resources. The analyses presented include maps, figures and infographics, and are designed to highlight regional variations and similarities. Although it is too soon to evaluate the full impact of the COVID-19 crisis, not least because it continues at the time of writing, the publication provides an initial set of data for 2020 on several subjects, including mortality and excess deaths, educational attainment and the transition from education to work, labour force developments, and how people made use of the internet. Statistical information is an important tool for understanding and quantifying the impact of political decisions in a specific territory or region. The Eurostat regional yearbook 2021 provides a detailed picture relating to a broad range of statistical topics across the regions of the EU Member States, as well as the regions of the EFTA and candidate countries. Each chapter presents statistical information in the form of maps, figures and infographics, accompanied by a descriptive analysis highlighting the main findings. Regional indicators are presented for the following 13 subjects: population, health, education, the labour market, living conditions, the digital society, the economy, business, research and development, tourism, transport, the environment and agriculture.

    This publication analyses gender pay gaps in the European Union from a statistical perspective. In the first part of the study, we present the data source, the methodology and statistical software used by Eurostat to decompose the unadjusted gender pay gap as well as the results of this decomposition. Indeed, the unadjusted gender pay gap may result from (1) possible differences in pay between men and women, for ‘equal work or work of equal value’, but also from (2) differences in the average characteristics of men and women in the labour market and (3) different financial returns between men and women for a given characteristic. To measure the latter two effects, we have applied the statistical method known as the Blinder-Oaxaca decomposition on the microdata collected through the Structure of Earnings Survey 2018. In the second part of the analysis, we extend the scope to the whole population of men and women of working age. We measure differences in their average expected earnings and analyse the respective contributions of gender gaps in employment rates, in the number of hours worked and in hourly earnings (the unadjusted gender pay gap). We hope that this publication will help data users and policy makers to better interpret gender pay gaps in the European Union.

    This publication is focusing on the legal status regarding the recognition of COVID-19 as an accident at work and/or an occupational disease at national level in each Member State and some EFTA countries. It is based on the summary report which was compiled based on the results of the dedicated survey that Eurostat Unit F.5 ‘Education, Health and Social Protection’ launched and addressed to the national statistical authorities that are producing the European Statistics on Accidents at Work (ESAW) and the European Occupational Diseases Statistics (EODS) in November 2020. Eurostat currently manages two data collections in the area of occupational health and safety. - European Statistics on Accidents at Work (ESAW) – collected in accordance withCommission Regulation (EU) No 349/2011, these statistics provide information on seriousaccidents at work (resulting in an absence from work of more than 3 days) and fatalaccidents at work; - European Occupational Diseases Statistics (EODS) – collected on voluntary basis, this experimental pilot data collection refers to cases of occupational disease recognised nationally. The geographical coverage is 24 Member States: all Member States except Greece and Germany, not participating in the EODS pilot data collection. Portugal reported data for the period 2013-2015 only, then decided to suspend data transmission and flagged the need to make some quality adjustments.
