    This report examines policy developments in EU Member States aimed at supporting the inclusion of people with disabilities in the open labour market, with a particular focus on the three stages of entering into employment, staying in the job and returning to work after an absence. It explores the mechanisms and effectiveness of more than 150 different policy measures designed to address the dimensions in place in the EU before the COVID-19 pandemic: job creation, labour supply, labour demand and contextual factors. In addition, it provides an updated analysis of early policy measures created in the wake of the pandemic that aimed to support the labour market situation of people with disabilities. A country case study on Ireland complements the study by outlining the complexity of disability and support systems from a broader perspective. The report builds on the lessons learned and provides policy pointers to improve the integration of people with disabilities into the open labour market.

    This report explores the distribution of household wealth in the EU Member States and analyses the role of wealth in social mobility. Using data from three datasets (the Household Finance and Consumption Survey, the Survey of Health, Ageing and Retirement in Europe and the Luxembourg Wealth Study), it focuses on wealth per household member. Wealth composition is compared across social groups and countries, and the role of housing assets in wealth distribution and negative wealth is assessed. Finally, it explores the involvement of social partners in the development and implementation of such measures and the role of European funding in supporting these schemes. Eurofound established the COVID-19 EU PolicyWatch database in March 2020 to provide policymakers with information on measures taken to mitigate the impact of the coronavirus disease 2019 (COVID-19) crisis on the labour market and wider society. At the same time, an e-survey, ‘Living, working and COVID-19’, was conducted and activities to monitor labour market trends and restructuring were continued in an effort to capture the fallout from the pandemic.

In 2020, the focus was on their involvement during the first months of the COVID-19 outbreak. While the pandemic has presented a huge challenge to social dialogue, the results of the analysis highlight how social dialogue can be an effective tool in shaping policy initiatives and finding solutions to emergency situations affecting businesses, workers, the economy and society. It is clear that the participation of social partners in the design and implementation of national recovery and resilience plans in 2021 will be key in the recovery process and for strengthening social dialogue going forward.

    This flagship report summarises the key findings of Eurofound’s research on working conditions conducted over the programming period 2017–2020. It maps the progress achieved since 2000 in improving working conditions and examines whether all workers have benefited equally from positive change. It highlights which groups are the most at risk of experiencing poor working conditions and being left behind. Given the changes in the world of work, emerging challenges for good job quality are identified. The report also provides evidence for measures that could lead to the further improvement of work and the achievement of fair working conditions for all in the EU. The analysis shows that, overall, job quality in the EU is improving, if slowly. Not all workers are benefiting to the same extent, however. Furthermore, gender, age and contractual status have a significant bearing on a person’s working conditions. And while digitalisation helps to address some job quality issues, it also creates new challenges. The COVID-19 pandemic has exacerbated trends, reinforcing concerns and highlighting the importance of achieving job quality for all.

Malgré la réalisation de progrès considérables en vue de la réduction de l’écart du taux d’emploi entre les femmes et les hommes, celui-ci stagne ces quelques dernières années. De plus, la ségrégation en matière d’emploi est toujours omniprésente dans tous les secteurs et toutes les professions. Dans ce contexte, la présente note d’orientation examine l’évolution de la participation des femmes au marché du travail ces dix dernières années et montre que l’écart persistant du taux d’emploi entre les femmes et les hommes a coûté à l’Europe plus de 320 milliards d’euros en 2018, ce qui correspond à 2,4% du PIB de l’UE. L’analyse étudie aussi les effets disproportionnés de l’actuelle crise de la COVID-19 sur les femmes qui travaillent, y compris le risque se désengagement du marché du travail et les conséquences inattendues des mesures de confinement. Elle se termine par un aperçu des réponses stratégiques à la pandémie qui ont soutenu le travail des femmes à court terme, avant de proposer des réponses stratégiques à long terme pour éviter de réduire à néant les avancées accomplies pendant des dizaines d’années en matière d’égalité entre les hommes et les femmes.
