    Since 2016, Eurofound has closely monitored the involvement of national social partners in policymaking as part of the European Semester cycle. In 2020, the focus was on their involvement during the first months of the COVID-19 outbreak. While the pandemic has presented a huge challenge to social dialogue, the results of the analysis highlight how social dialogue can be an effective tool in shaping policy initiatives and finding solutions to emergency situations affecting businesses, workers, the economy and society. It is clear that the participation of social partners in the design and implementation of national recovery and resilience plans in 2021 will be key in the recovery process and for strengthening social dialogue going forward.

    Summary
    This flagship report summarises the key findings of Eurofound’s research on working conditions conducted over the programming period 2017–2020. It maps the progress achieved since 2000 in improving working conditions and examines whether all workers have benefited equally from positive change. It highlights which groups are the most at risk of experiencing poor working conditions and being left behind. Given the changes in the world of work, emerging challenges for good job quality are identified. The report also provides evidence for measures that could lead to the further improvement of work and the achievement of fair working conditions for all in the EU. The analysis shows that, overall, job quality in the EU is improving, if slowly. Not all workers are benefiting to the same extent, however. Furthermore, gender, age and contractual status have a significant bearing on a person’s working conditions. And while digitalisation helps to address some job quality issues, it also creates new challenges. The COVID-19 pandemic has exacerbated trends, reinforcing concerns and highlighting the importance of achieving job quality for all.

Dans ce contexte, la présente note d’orientation examine l’évolution de la participation des femmes au marché du travail ces dix dernières années et montre que l’écart persistant du taux d’emploi entre les femmes et les hommes a coûté à l’Europe plus de 320 milliards d’euros en 2018, ce qui correspond à 2,4% du PIB de l’UE. L’analyse étudie aussi les effets disproportionnés de l’actuelle crise de la COVID-19 sur les femmes qui travaillent, y compris le risque se désengagement du marché du travail et les conséquences inattendues des mesures de confinement. Elle se termine par un aperçu des réponses stratégiques à la pandémie qui ont soutenu le travail des femmes à court terme, avant de proposer des réponses stratégiques à long terme pour éviter de réduire à néant les avancées accomplies pendant des dizaines d’années en matière d’égalité entre les hommes et les femmes.

Vor diesem Hintergrund wird in diesem Kurzbericht die Entwicklung der Erwerbsbeteiligung von Frauen in den letzten zehn Jahren untersucht und aufgezeigt, dass das anhaltende geschlechtsspezifische Gefälle bei der Beschäftigung Europa 2018 mehr als 320 Mrd. EUR gekostet hat, dies entspricht 2,4 % des BIP der EU. In der Analyse werden aber auch die unverhältnismäßigen Auswirkungen der derzeitigen COVID-19-Krise auf berufstätige Frauen untersucht, einschließlich der Gefahr eines Rückzugs vom Arbeitsmarkt und der unbeabsichtigten Folgen von Eindämmungsmaßnahmen.     Closing gender gaps in the labour market by achieving the equal participation of women is among the key objectives of the new Gender Equality Strategy 2020–2025. Despite significant progress in reducing the gender employment gap, it has stagnated over the past few years. Moreover, segregation in employment across sectors and occupations is still pervasive. Against this background, this policy brief investigates the evolution of female labour market participation in the last decade and shows that the persisting gender employment gap cost Europe more than €320 billion per year in 2018, corresponding to 2.4% of EU GDP. The analysis also examines the disproportionate effects that the current COVID-19 crisis is having on working women, including the risk of disengagement from the labour market and the unintended consequences of confinement measures. It ends with a review of policy responses to the pandemic that have supported female employment in the short term and proposes how policy should respond in the long run to avoid rolling back decades of gains achieved in gender equality.
