    The issue of over-indebtedness continues to be a concern, particularly among some population groups and in Member States where recent increases can be observed. This report provides an overview of the main causes, triggers and consequences of household over-indebtedness, including the costs to society. It then examines two policy responses in the EU and Norway: debt advisory services and debt settlement procedures. While the findings show that in the wake of the global financial crisis, such services and procedures have generally become more widely available and accessible, gaps remain. The overall aim of the report is to draw the attention of national and EU-level policymakers to ways to improve policy responses to household over-indebtedness.

    Le socle européen des droits sociaux vise à servir de boussole dans un processus renouvelé relatif à la convergence ascendante entre les États membres vers de meilleures conditions de vie et de travail. Il s’accompagne d’un tableau de bord social permettant de suivre les progrès accomplis par les États membres. La présente note d’orientation indique les résultats d’une enquête sur les tendances de convergence ascendante pour les indicateurs clés du tableau de bord social et sur la relation entre la convergence et le cycle économique de 2008 à 2018. Bien que la crise économique survenue en Europe dès 2008 ait ralenti la convergence des États membres pour certains indicateurs, les résultats montrent que la convergence ascendante a été rétablie pour plusieurs d’entre eux, notamment pour les indicateurs relatifs à l’emploi et au risque de pauvreté. Si l’analyse révèle différentes dynamiques en matière de convergence ascendante pour la plupart des indicateurs, certains d’entre eux étant très stables et d’autres plus instables, peu d’indicateurs affichent encore une tendance à la baisse au cours de la décennie.

Va acompañado de un cuadro de indicadores sociales para monitorizar los progresos realizados por los Estados miembros. Este resumen de políticas presenta los resultados de una investigación sobre los patrones de convergencia al alza de los indicadores primarios del cuadro de indicadores sociales y la relación entre la convergencia y el ciclo económico del periodo de 2008 a 2018. Los resultados muestran que, aunque la crisis económica que afectó a Europa a partir de 2008 ralentizó la convergencia de los Estados miembros en algunos indicadores, se ha restablecido la convergencia al alza en varios de ellos, incluidos los indicadores sobre el empleo y el riesgo de pobreza. Si bien el análisis pone de manifiesto diferentes dinámicas de convergencia al alza para la mayoría de los indicadores, algunas muy estables y otras más inestables, son pocos los indicadores que siguen mostrando una tendencia a la baja a lo largo de la década.

    Advances in ICT have opened the door to new ways of organising work. We are shifting from a regular, bureaucratic and ‘factory-based’ working time pattern towards a more flexible model of work. Telework and ICT-based mobile work (TICTM) has emerged in this transition, giving workers and employers the ability to adapt the time and location of work to their needs. Despite the flexibility and higher level of worker autonomy inherent in TICTM, there are risks that this work arrangement leads to the deterioration of work–life balance, higher stress levels and failing worker health. This report analyses the employment and working conditions of workers with TICTM arrangements, focusing on how it affects their work–life balance, health, performance and job prospects. While policymakers in many EU countries are debating TICTM and its implications, the study finds that only a few have implemented new regulations to prevent TICTM from having a negative impact on the well-being of workers.
