    Summary
    Since 2016, Eurofound has closely monitored the involvement of national social partners in policymaking as part of the European Semester cycle. In 2020, the focus was on their involvement during the first months of the COVID-19 outbreak. While the pandemic has presented a huge challenge to social dialogue, the results of the analysis highlight how social dialogue can be an effective tool in shaping policy initiatives and finding solutions to emergency situations affecting businesses, workers, the economy and society. It is clear that the participation of social partners in the design and implementation of national recovery and resilience plans in 2021 will be key in the recovery process and for strengthening social dialogue going forward.

Se examinan las múltiples exigencias emocionales que se imponen a estos trabajadores, evaluando hasta qué punto los recursos profesionales específicos (como el apoyo social o la calidad de la gestión) pueden ayudar a prevenir los efectos negativos de tales exigencias. A la luz de la pandemia de COVID-19, se presta especial atención al subgrupo de trabajadores del sector sanitario.

    The uneven impact of the 2008–2013 economic crisis on Member States brought upward convergence to the fore in EU political debates. The focus was on orienting social policy towards getting the EU back on track, as encapsulated in the European Pillar of Social Rights. However, the meaning of the concept was unclear. Eurofound filled this gap, defining upward convergence as an improvement in performance alongside a reduction in disparities among Member States in a given socioeconomic indicator. Taking this definition as a starting point, this report illustrates the different ways that upward convergence is typically measured. It also summarises convergence patterns in six important socioeconomic indicators over a decade, from the start of the economic crisis to the height of the recovery. The analysis finds that upward convergence patterns are unstable and that Member States need to strengthen their resilience in the economic and social policy domains to achieve sustainable upward convergence.

The survey was fielded online, among respondents who were reached via Eurofound’s stakeholders and social media advertising. Two rounds of the e-survey have been carried out to date: one in April, when most Member States were in lockdown, and one in July, when society and economies were slowly re-opening. The findings of the e-survey from the first round reflected widespread emotional distress, financial worry and low levels of trust in institutions. Levels of concern abated somewhat in the second round, particularly among groups of respondents who were benefiting from support measures implemented during the pandemic.     The effect of the COVID-19 pandemic on the lives of individuals and societies, including on the economy and labour markets, is unprecedented. The impact of the global health emergency has placed a growing number of businesses under threat, putting the jobs of more and more workers at risk and impacting the livelihoods of many citizens. Policymakers moved swiftly in an effort to mitigate the social and economic effects on businesses, workers and citizens. Eurofound’s COVID-19 EU PolicyWatch database provides information on initiatives introduced to cushion these effects. Drawing on the content of this database of around 500 policy initiatives (April 2020), this report aims to present an overview of both large-scale government measures and collective agreements that impact on large groups of workers, setting this in the context of the evolving labour market situation. This report takes a snapshot of the situation as of mid-April 2020. The COVID-19 EU PolicyWatch database will be updated in July and October 2020 to incorporate new policy initiatives, as well as information on the actual uptake of the main measures. An update of the mapping of policy responses adopted by different countries will be included in a forthcoming evaluation report entitled COVID-19: Some implications for employment and working life (Eurofound, forthcoming-a). This report will assess in more detail the implementation and effectiveness of some of the key measures adopted to support businesses, safeguard employment and protect citizens from hardship, including short-time working (STW) schemes, measures to support the self-employed and micro businesses, and steps that could be seen as moving towards providing a universal minimum income.

Elle examine les évolutions qui ont eu lieu entre 2011 et 2016 dans le but d’évaluer si la reprise a permis de réduire l’incidence de la crise économique sur la qualité de vie, et de déterminer les tranches d’âge et les pays concernés par ce phénomène. L’analyse conclut que, dans l’ensemble, les générations les plus âgées jouissent d’une meilleure qualité de vie que les tranches d’âges inférieures en Europe occidentale, alors qu’en Europe orientale, les générations les plus jeunes sont mieux loties.

    In der Politik wird vieles durch das Prisma des Alters betrachtet und umgesetzt, und der Umgang mit Unterschieden bei den wirtschaftlichen und sozialen Verhältnissen unterschiedlicher Altersgruppen ist für politische Entscheidungsträger nach wie vor problematisch. In vorliegendem Kurzbericht werden die Ungleichheiten bei der Lebensqualität von Europäern in sechs Altersgruppen näher unter die Lupe genommen. Es werden die Entwicklungen zwischen 2011 und 2016 untersucht, um einschätzen zu können, ob die Auswirkungen der Wirtschaftskrise auf die Lebensqualität mit der wirtschaftlichen Erholung abgenommen haben, für welche Altersgruppen und in welchen Ländern. Aus der Analyse geht hervor, dass – vereinfacht gesagt – in Westeuropa ältere Generationen eine höhere Lebensqualität als jüngere Altersgruppen genießen, während in Osteuropa die jüngeren Generationen besser gestellt sind.
