    Summary
    Innovation and technological advancement are natural features of developed economies, and they are necessary to maintain and improve sustainable competitiveness in an era of globalisation. However, while most innovation tends to be incremental, some has a disruptive effect on production and service provision, the labour market and social dialogue. This report discusses a selection of eight so-called ‘game-changing technologies’ (advanced robotics, additive manufacturing, the Internet of Things, electric vehicles, autonomous vehicles, industrial biotechnologies, blockchain and virtual and augmented reality). Each of these has the potential to substantially change business activities, work and employment in Europe. Looking at both the manufacturing and services sectors, this report gives an indication of how these technologies might be adopted and how they are expected to affect the labour market.

    Advances in ICT have opened the door to new ways of organising work. We are shifting from a regular, bureaucratic and ‘factory-based’ working time pattern towards a more flexible model of work. Telework and ICT-based mobile work (TICTM) has emerged in this transition, giving workers and employers the ability to adapt the time and location of work to their needs. Despite the flexibility and higher level of worker autonomy inherent in TICTM, there are risks that this work arrangement leads to the deterioration of work–life balance, higher stress levels and failing worker health. This report analyses the employment and working conditions of workers with TICTM arrangements, focusing on how it affects their work–life balance, health, performance and job prospects. While policymakers in many EU countries are debating TICTM and its implications, the study finds that only a few have implemented new regulations to prevent TICTM from having a negative impact on the well-being of workers.

    Job quality is a major focus of policymakers around the world. For workers, the enterprises that employ them and for societies, there are benefits associated with high-quality jobs, and costs associated with poor-quality jobs. This report – the result of a pioneering project by the International Labour Organization and Eurofound – provides a comparative analysis of job quality covering approximately 1.2 billion workers in Europe, Asia and the Americas. It analyses seven dimensions of job quality: the physical environment, work intensity, working time quality, the social environment, skills and development, prospects, and earnings, finding both important differences and similarities between countries. By analysing positive and negative aspects of job quality in different countries and societies, the report provides a way to look beyond national explanations, to see how some groups of workers are affected more than others and understand the particular issues for women workers around the world – in support of evidence-based policymaking to improve job quality.

The 2018 annual report from the European Restructuring Monitor (ERM) examines the impact of restructuring on employees who remain in the workforce and what can be done to minimise the disruption among this group. Using data from the European Working Conditions Survey 2015 and illustrations of restructuring practices in selected companies, the report explores how various workplace factors during the restructuring process – information and consultation, perceptions of fair treatment, quality of management leadership and social support from colleagues – may influence outcomes for employees. The findings reveal that the prevalence of some of these factors at the workplace may buffer the adverse impact of restructuring on employees.

While the information technology sector has been most affected to date, other sectors are rapidly changing with the diffusion of new technology. The report also examines three key vectors of change: automation of work, the incorporation of digital technology into processes, and the coordination of economic transactions through the digital networks known as ‘platforms’.
