    Summary
    This report examines policy developments in EU Member States aimed at supporting the inclusion of people with disabilities in the open labour market, with a particular focus on the three stages of entering into employment, staying in the job and returning to work after an absence. It explores the mechanisms and effectiveness of more than 150 different policy measures designed to address the dimensions in place in the EU before the COVID-19 pandemic: job creation, labour supply, labour demand and contextual factors. In addition, it provides an updated analysis of early policy measures created in the wake of the pandemic that aimed to support the labour market situation of people with disabilities. A country case study on Ireland complements the study by outlining the complexity of disability and support systems from a broader perspective. The report builds on the lessons learned and provides policy pointers to improve the integration of people with disabilities into the open labour market.

    This report is based on the fourth edition of the European Company Survey (ECS), which was carried out jointly by Eurofound and Cedefop in 2019. It describes a wide range of practices and strategies implemented by European companies in terms of work organisation, human resource management, skills use and skills development, and employee voice. The report shows how these practices are combined and how the resulting ‘bundles of practices’ are associated with two outcomes beneficial to employees and employers: workplace well-being and establishment performance. The analysis finds that the establishments that are most likely to generate this win–win outcome are those that combine a high degree of worker autonomy, a balanced motivational strategy, a comprehensive training and learning strategy, and high levels of direct employee involvement in decision-making, as well as offering managerial support for these practices. To boost the adoption of employee-oriented practices – particularly in relation to autonomy, skills and employee involvement – managers should be offered appropriate support, as they play a key role in the decision to initiate workplace change. They are also crucial to its success, as they must continuously support the workplace practices implemented.

    Advances in ICT have opened the door to new ways of organising work. We are shifting from a regular, bureaucratic and ‘factory-based’ working time pattern towards a more flexible model of work. Telework and ICT-based mobile work (TICTM) has emerged in this transition, giving workers and employers the ability to adapt the time and location of work to their needs. Despite the flexibility and higher level of worker autonomy inherent in TICTM, there are risks that this work arrangement leads to the deterioration of work–life balance, higher stress levels and failing worker health. This report analyses the employment and working conditions of workers with TICTM arrangements, focusing on how it affects their work–life balance, health, performance and job prospects. While policymakers in many EU countries are debating TICTM and its implications, the study finds that only a few have implemented new regulations to prevent TICTM from having a negative impact on the well-being of workers.

Impacts include economic insecurity and unpredictability of working time, which in turn affect workers’ health, well-being and social security. From a labour market perspective, casual work raises concerns about decent social inclusion of vulnerable groups, labour market segmentation and more general trends towards fragmentation of work and brain drain.
