    Since 2016, Eurofound has closely monitored the involvement of national social partners in policymaking as part of the European Semester cycle. While the pandemic has presented a huge challenge to social dialogue, the results of the analysis highlight how social dialogue can be an effective tool in shaping policy initiatives and finding solutions to emergency situations affecting businesses, workers, the economy and society. It is clear that the participation of social partners in the design and implementation of national recovery and resilience plans in 2021 will be key in the recovery process and for strengthening social dialogue going forward.

Auch sie sind von den negativen Auswirkungen der Pandemie auf den Zugang ihrer Familien zu Gesundheitsversorgung und auf die psychische Gesundheit betroffen. Viele Familien befinden sich auch in einer Situation zunehmender Wohnunsicherheit. Mit der Kindergarantie soll der Zugang zu diesen Ressourcen für bedürftige Kinder sichergestellt werden. Im Verlauf des Jahres 2020 hat Eurofound vielfältige Daten über das Leben der Menschen in Europa während der Pandemie zusammengetragen. Auf der Grundlage dieser Daten wird in diesem Kurzbericht dokumentiert, wie sich die Zugangsmöglichkeiten zu Bildung, Gesundheitsversorgung und Wohnen in der EU-27 zwischen 2018-2019 und dem Sommer 2020 verändert haben, damit diesen Entwicklungen bei der Gestaltung von politischen Antworten und Abhilfemaßnahmen Rechnung getragen werden kann.

    This flagship report summarises the key findings of Eurofound’s research on working conditions conducted over the programming period 2017–2020. It maps the progress achieved since 2000 in improving working conditions and examines whether all workers have benefited equally from positive change. It highlights which groups are the most at risk of experiencing poor working conditions and being left behind. Given the changes in the world of work, emerging challenges for good job quality are identified. The report also provides evidence for measures that could lead to the further improvement of work and the achievement of fair working conditions for all in the EU. The analysis shows that, overall, job quality in the EU is improving, if slowly. Not all workers are benefiting to the same extent, however. Furthermore, gender, age and contractual status have a significant bearing on a person’s working conditions. And while digitalisation helps to address some job quality issues, it also creates new challenges. The COVID-19 pandemic has exacerbated trends, reinforcing concerns and highlighting the importance of achieving job quality for all.

    The uneven impact of the 2008–2013 economic crisis on Member States brought upward convergence to the fore in EU political debates. The focus was on orienting social policy towards getting the EU back on track, as encapsulated in the European Pillar of Social Rights. However, the meaning of the concept was unclear. Eurofound filled this gap, defining upward convergence as an improvement in performance alongside a reduction in disparities among Member States in a given socioeconomic indicator. Taking this definition as a starting point, this report illustrates the different ways that upward convergence is typically measured. It also summarises convergence patterns in six important socioeconomic indicators over a decade, from the start of the economic crisis to the height of the recovery. The analysis finds that upward convergence patterns are unstable and that Member States need to strengthen their resilience in the economic and social policy domains to achieve sustainable upward convergence.
