    In this second volume on the findings of its second opinion survey on adult learning and continuing vocational education and training (CVET), Cedefop has analysed the views of more than 40,000 people aged over 25 in the European Union, Iceland and Norway. The aim is to see how different circumstances, such as age, level of education and occupation, influence views of adult learning and CVET. It shows that adults strongly support adult learning and CVET and have a firm belief in the benefits they bring. However, participation in adult learning and CVET is not determined so much by the positive image and attractiveness, but by the unique circumstances that individuals face in their working lives. To help people better, aspects of vocational education and training policy need a rethink.

    The 2021-2027 programming period begins with the dramatic experience of the COVID-19 pandemic and the subsequent economic crisis. The European Union (EU) increased its financial and policy efforts to aid the recovery of national economies and increase employment. In this framework, the European Social Fund plus (ESF+) plays a key role in delivering widespread assistance to the unemployed, with a focus on young people and women, as well as supporting interventions against child poverty, promoting better education and social inclusion of weaker social groups across the EU. The diverse goals pursued by the ESF+ and its need to achieve rapid results in the areas of employment and social inclusion, require an effective allocation of resources. Evidence-based approaches to policy-making are ever more important, and evaluation is a fundamental instrument to direct public policy. In the 2014-2020 period the European Commission (EC) supported the evaluation capacity of Member States (MSs) and managing authorities (MAs), and promoted the use of the Counterfactual Impact Evaluation (CIE). The positive results found in the CIE are tangible evidence of ESF effects beyond what would otherwise have been achieved. A significant number of CIEs were first scheduled in the Evaluation Plans (EPs) and then carried out during the implementation of ESF programmes. In many cases CIEs encountered difficulties during their preparation and implementation, or remained isolated experiences and were not included in a systematic evaluation framework. This Guide is intended for managing authorities (MA) and other bodies responsible for the implementation of ESF+-funded interventions and programmes and aims to aid the planning, design and commissioning of CIEs. It takes into consideration prior experience and provides practical advice on some of the key questions to be considered in developing a CIE. The Guide updates the previous 2014-2020 Guidance, placing more emphasis on the issues encountered in the practical implementation of a CIE. Nevertheless, methodological aspects are discussed and, where possible, simplified and integrated with updated examples selected from 2014-2020 ESF evaluations.

    This study reviews the extent to which European Union (EU) topics are embedded at a range of levels across the school curricula of Member States of the EU. It first sets the scene by referring back to a previous report which summarised the situation back in 2012, and which made a series of recommendations for action by the EU and Member States. It then introduced a further review of the specific topic of European citizenship in the curricula, undertaken in 2017 by the Eurydice Network, bringing together the action points from 2013 and 2017. The following section summarises EU actions over the past 10 years that have supported education systems and education stakeholders across Europe, looking ahead to the ambition of achieving the European Education Area by 2025 which will be an overarching framework for education and learning across all ages. The scene is then set for the current study context, bringing together a series of Eurobarometer surveys to show the current context of knowledge and understanding of European issues, particularly among the young people who are the focus of schooling. However, there also is relevance in looking at how young people in their 20s are understanding European issues, since they will have come through the school system during the last 10 years, and they would be expected to have a more positive understanding of the EU than some older generations. However, this study does not aim to make any specific comparison between ‘now and then’ since the economic, social, and political situation of the EU in 2012 is dramatically different to 2020. The two contexts are very different. 2012 was a time when Europe was climbing out of the economic crisis of 2008, with the Europe 2020 Strategy aiming for “smart, sustainable and inclusive growth”.

Anhand der Daten des Programme for International Student Assessment (PISA) 2018 schätzen wir die schulische Segregation auf Basis des familiären Hintergrunds der Schüler und stützen uns dabei auf die Intra-Klassen-Korrelation (Anteil der gesamten Abweichung, der sich durch Schulen erklären lässt). Da die Segregation mehrere Dimensionen umspannt, entwickeln wir ein neues universelles Maß für die Hintergründe der Schüler, d. h. prognostizierte Testergebnisse, in deren Rahmen verschiedene Merkmale der Hintergründe der Schüler in eine gemeinsame Kennzahl einfließen. Die unterliegenden Aspekte werden nach dem Ausmaß gewichtet, in dem sie mit den Testergebnissen der Schüler in verschiedenen Ländern zusammenhängen. Da die Hintergrundvariablen einem absoluten Maß für die schulische Leistung gegenübergestellt werden, lassen sich die prognostizierten Werte länderübergreifend vergleichen. Dies ermöglicht, internationale Unterschiede bei der schulischen Segregation in den Dimensionen zu erfassen, die für die schulische Leistung ausschlaggebend sind.

    This report documents school segregation across Europe today, and demonstrates the extent to which Europe’s different school systems and diverse demographic profiles can explain some of the variation in segregation across countries. It also illustrates how much of the test score gaps across schools can be explained by differences in student background. Using data from the Programme for International Student Assessment (PISA) 2018, we estimate school segregation by students’ family background using the intraclass correlation (the share of the total variation explained by schools). Since segregation is multidimensional, we develop a new all-encompassing measure of student background – predicted test scores – that combines various student background characteristics into a common metric. The underlying items are weighted by how strongly they are related to student test scores in different countries. Since the background variables are scaled against an absolute measure of student performance, the predicted values are comparable across countries. This allows us to assess international differences in school segregation in the dimensions that matter most for student performance.
