    Following up the first (Arto et al, 2015) and second (Arto et al, 2018) editions, this report illustrates in detail the relationship between trade and employment for the EU as a whole and for each EU Member State, using the World Input-Output Database (WIOD), release 2016 (Timmer et al, 2015, 2016). Furthermore, the analysis complements this information with data on employment by industry, skill, age and gender using other complementary employment statistics. All indicators relate to EU exports to third countries to reflect the scope of EU external trade policymaking. We used the Trade-SCAN model developed by the JRC for the calculations (Román et al, 2020).

    Summary
    Regarding health data, its availability and comparability, the Covid-19 pandemic revealed that the EU has no clear health data architecture. The lack of harmonisation in these practices and the absence of an EU-level centre for data analysis and use to support a better response to public health crises is the focus of this study. Through extensive desk review, interviews with key actors, and enquiry into experiences from outside the EU/EEA area, this study highlights that the EU must have the capacity to use data very effectively in order to make data-supported public health policy proposals and inform political decisions. The possible functions and characteristics of an EU health data centre are outlined. The centre can only fulfil its mandate if it has the power and competency to influence Member State public-health-relevant data ecosystems and institutionally link with their national level actors. The institutional structure, its possible activities and in particular its usage of advanced technologies such as AI are examined in detail.

    The type of IP rights covered and the scope of their protection in Brazil is very similar to that in Europe. Furthermore, like the EU, Brazil is a member of the World Intellectual Property Organization (WIPO) and party to some of the international treaties related to intellectual property managed by WIPO, such as the Patent Cooperation Treaty (PCT) and the Madrid System for the international registration of marks. Essentially, this means that Brazilian legislation on intellectual property is aligned to a great extent with that of European countries, at least concerning the minimum standards of protection. In light of the above, Brazil offers reasonable standards for IPR protection and there is an increased engagement of local authorities, even if progress is still expected, especially regarding IPR enforcement. However, some differences exist regarding the duration, geographical extent, and basic protection requirements. In this sense, it is useful to understand some differences in order to efficiently manage your intellectual property assets in Brazil.

    This report outlines to what extent legal aid is available to those held in pre-removal detention in the 27 EU Member States, and in North Macedonia and Serbia, during procedures related to their return. These involve decisions on return, on detention pending removal, the removal itself and on bans on entry. The report also examines when people are entitled to free legal aid and how this aid is funded, as well as who provides representation and various factors that limit the scope of legal aid. The fndings are based on both desk research on the applicable legal framework and on a range of interviews with immigration authorities, entities managing detention facilities, and legal aid providers addressing how legal aid works in practice. Since the ongoing pandemic appeared to affect these procedures, the agency conducted a second round of interviews to learn specifcally about Covid-19’s impact.

    Every year in September, the President of the European Commission delivers a State of the Union Address before the European Parliament, taking stock of achievements of the past year and presenting priorities for the year ahead. The President also sets out how the European Commission will address the most pressing challenges the European Union is facing. The speech is followed by a plenary debate. This kick-starts the dialogue with the European Parliament and the Council to prepare the Commission Work Programme for the following year. Anchored in the Treaty of Lisbon, the State of the Union Address is set out in the 2010 Framework Agreement on relations between the European Parliament and the European Commission, which also requires the President to send a Letter of Intent to the President of the European Parliament and the Presidency of the Council detailing the actions the European Commission intends to take by means of legislation and other initiatives until the end of the following year. Ursula von der Leyen, the President of the European Commission, delivered her second State of the Union Address on 15 September 2021.
