    Summary
    In this second volume on the findings of its second opinion survey on adult learning and continuing vocational education and training (CVET), Cedefop has analysed the views of more than 40,000 people aged over 25 in the European Union, Iceland and Norway. The aim is to see how different circumstances, such as age, level of education and occupation, influence views of adult learning and CVET. It shows that adults strongly support adult learning and CVET and have a firm belief in the benefits they bring. However, participation in adult learning and CVET is not determined so much by the positive image and attractiveness, but by the unique circumstances that individuals face in their working lives. To help people better, aspects of vocational education and training policy need a rethink.

    Cross-border long-term mobility of apprentices (CBLTMA) is understood as the period an apprentice spends abroad in in-company training (potentially combined with training at a VET provider) for a duration of minimum six months, and typically of up to 12 months, as part of his/her apprenticeship training. It is more difficult to organise than mobility in school-based VET and higher education, largely due to the nature of the relationship between the apprentice and the training companies; the latter must be willing to let the apprentice undergo a part of his/her training abroad. By considering the specific cities of apprenticeships, this publication presents considerations on the enablers and disablers of CBLTMA and shows what would need to be considered to make CBLTMA work in the medium to long term.

    Summary
    Directives (EU) 2014/24/EU and 2014/25/EU define the European regulatory framework on public procurement. They enable public procurers to use green criteria in their tenders, e.g. those that the European Commission develops and publishes (EU GPP criteria). Lifecycle assessment (LCA) plays a role in some of these criteria. The respective laws of the EEA Member States encourage the use of environmental criteria and allow instruments that are build upon LCA methods. The European Commission launched its Environmental Footprint Initiative in 2013 to support methodological harmonisation in the field of LCA as a potential suitable basis for supporting environmentally driven policies. This study aims at supporting the Commission in assessing how to best address LCA-based information in public procurement procedures by evaluating existing practices in nine EEA countries and assessing how LCA-based instruments may serve contracting authorities and tenderers. An analysis of relevant regulations, literature and an empirical approach that integrated interviews with experts on Green Public Procurement identified various instruments of interest. All of these entail benefits and limits and none can be seen as applicable in all EEA countries without adaptation. Nevertheless, this study shows existing requirements and identifies possible best practice approaches and future options.

This report is part of a broader EIGE study aimed at supporting EU Member States in their efforts to collect administrative data on intimate partner violence and gender-related killings of women and girls (femicide). It is accompanied by further publications on data collection on violence against women. This literature review contributes to a comparative analysis of definitions of, types of, indicators of and data collection systems on femicide in the EU Member States and the United Kingdom, and at international level. It is based on a comprehensive and in-depth search for studies published in respected peer-reviewed journals and in books. The aim is to give an overview of the existing multidisciplinary literature on variables and factors used to identify femicide and gender- related motives of female homicides. It provides a structured outline of the state of play on defining and creating typologies of femicide. The literature review relies on a broad definition of femicide as ‘structural violence’, while acknowledging that femicide is an individual act with a specific motivation. It also reviews methodologies of gathering data on femicide, together with current challenges, and identifies adequate variables to identify femicide and gender-related motives of homicide. Only some of the literature described can contribute to developing an indicator of femicide or statistical measurement. This literature review presents an overview of peer-reviewed articles and publications on femicide from 2015 to 2020. Only some earlier articles and books are included, often quoted within more recent work. The systematic search was mainly restricted to English-language publications.
