    Summary
    The European Red List of Birds is a review of the regional extinction risk of all 544 species of birds occurring regularly and naturally in Europe. The assessment, performed by BirdLife International for the fourth time (1994, 2004, 2015 and 2021), follows the IUCN Red List Categories and Criteria applied at regional level. Evaluating the extinction risk of each species – i.e., Least Concern, Near Threatened or threatened, and if the latter, to what level – helps to inform decision making, shaping national and international environmental policies and on-the-ground conservation action. The results presented in this report1 are based on data collated by thousands of experts and volunteers from 54 countries and territories across Europe, extending from Greenland, Iceland and Svalbard in the North to the Canary Islands, Malta and Cyprus in the South, and from the Azores in the West to the Caucasus and Ural Mountains in the East. Additional sources such as scientific reports, national atlases and Red Data Books, as well as peer-reviewed literature were also used to make sure the most recent data available were used. The data, compiled in 2019, encompass the 1980-2018 period.

    Since 1994, the Marie Skłodowska-Curie Actions have provided grants to train excellent researchers at all stages of their careers – be they doctoral candidates or highly experienced researchers – while encouraging transnational, inter-sectoral and interdisciplinary mobility. In 1996, the programme was named after the double Nobel Prize winner Marie Skłodowska-Curie to honour and spread the values she stood for. To date, more than 145 000 researchers have participated in the programme with many more benefiting from it – among them twelve Nobel laureates and an Oscar winner.

    Summary
    The EU cluster initiatives were introduced to facilitate market entry and penetration for SMEs by enabling Europe-wide cluster collaboration, supporting cross-sectoral value-chains, and investment in cluster excellence. A complex picture emerges regarding the functioning of EU cluster support initiatives: Cluster support measures are largely considered as well structured and internally coherent. Direct outputs related to events organised, partnerships initiated, and SMEs funded are widely achieved. The approach to use clusters as facilitators in supporting and disseminating funding to SMEs (cascade funding) is found to be efficient, as administrative hurdles have been comparatively low. Platforms have been effective in improving the main functions such as partnering, matchmaking, and informing clusters as well as their advisory services towards their members. Platforms also contributed towards intelligence gathering and information dissemination about the role of cluster organisations, their activities and achievements. Regarding the overall longer-term impacts of the partnering projects initiatives and cluster platforms findings are more ambivalent. Foreseen impacts are hard to measure and effects on SMEs lack accuracy as they are only targeted indirectly (e.g., ESCPs). Cluster organisations appreciate the transnational and cross-sectoral components of the initiatives which helped them to widen their network and build up capacities. Regarding the coherence of the initiatives, there is room for better integration with EU programmes as well as national policies by further enhancing synergies. Next to initiatives specific suggestions, the study recommends strengthening EU-wide industrial ecosystems through supporting cluster organisations in their glocalisation journey, to foster partnering projects by blending digital adoption and sustainable value creation and by reinforcing investments in upgrading cluster business models.

    For the last 17 years, eTwinning has grown from a grassroots initiative into an active schools’ community which has involved, since its launch, more than 937,000 teachers working in more than 217,000 schools across 43 countries. Funded by the European Commission under the Erasmus+ programme, eTwinning provides a safe digital platform, where teachers are engaged in various activities: from the design and implementation of European collaborative projects to networking, from the participation in virtual Groups to professional development and peer-learning. eTwinning, via its platform available in 30 languages, provides a range of resources and learning opportunities for teachers. Indicatively, topics of these resources include the benefits of engaging with eTwinning, 21st century skills, use of ICT in Education, project kits for inspiration and guidance. Registered teachers have access to eTwinning Live, a restricted area of the platform with more advanced features and possibilities of the eTwinning community. Alongside, teachers may participate in professional development activities that are offered at national level that focus on fostering their pedagogical, collaborative, and digital competences. At European level, eTwinning is coordinated, on behalf of the European Commission, by the Central Support Services (CSS) managed by European Schoolnet, a consortium of 32 Ministries of Education. At national level, the National Support Organisations (NSO) promote eTwinning by offering a range of communication and learning activities and provide guidance and support to end-users.

    Summary
    This report from the Innovation Growth Lab brings together analysis and key findings from thirteen projects who were chosen to break new ground in many agencies by applying experimental approaches to innovation policy. Randomised Controlled Trials (RCTs) are a powerful way to determine whether an intervention causes the expected outcomes. As part of a broader experimental approach, RCTs can help innovation agencies to explore new ideas, optimise actions and find out what works. RCTs are, however, rarely used. Within the Horizon 2020 Work Programme, 2018-2020 - 7. Innovation in small and medium-sized enterprises (INNOSUP), the European Commission launched a call to directly incentivise innovation agencies to engage in policy experimentation and use RCTs to evaluate their support schemes f or SMEs. The selected projects include feasibility studies of new support, such as training to encourage SMEs to adopt new innovation methods and technologies. Others seek to optimise programme delivery, f or instance how best to offer SMEs feedback on their grant applications. Results from three completed projects are presented alongside lessons l earnt by all agencies during experiment design and implementation. Recommendations and tools are also provided f or innovation agencies wishing to follow the approaches of the experimental pioneers and undertake their own experiments.

    Gränsöverskridande samarbete syftar till att åtgärda gemensamma utmaningar som medlemsstaterna gemensamt har identifierat i gränsregionerna och ta tillvara den outnyttjade tillväxtpotentialen. Många sådana regioner presterar generellt sämre ekonomiskt än andra regioner i medlemsstaterna. Vi konstaterade att de samarbetsprogram som vi granskade hade tydliga strategier för att ta itu med de utmaningar som deras gränsöverskridande regioner står inför. Brister i genomförandet och informationsövervakningen begränsade dock programmens möjligheter att frigöra potentialen i dessa regioner. Vi lämnar ett antal rekommendationer till programmyndigheterna och kommissionen om att fokusera samarbetsprogrammen bättre och prioritera och stödja projekt baserat på meriter. De bör också fastställa indikatorer som återspeglar projektens gränsöverskridande effekt. Revisionsrättens särskilda rapport i enlighet med artikel 287.4 andra stycket i EUF-fördraget.

    Namen čezmejnega sodelovanja je obravnavati skupne izzive, ki jih skupaj opredelijo države članice v obmejnih regijah, in izrabiti neizkoriščene možnosti za rast. Veliko obmejnih regij običajno dosega slabše gospodarske rezultate v primerjavi z drugimi regijami v državi članici. Sodišče je ugotovilo, da so imeli programi sodelovanja, ki jih je preučilo, jasne strategije za spopadanje z izzivi čezmejnih regij, ki so jih zajemali, vendar so bile možnosti programov za sprostitev potenciala teh regij omejene zaradi slabosti pri izvajanju in nezadostnih informacij za spremljanje. Sodišče organom, pristojnim za programe, in Komisiji daje več priporočil, in sicer naj programe sodelovanja bolj osredotočijo, projekte pa prednostno razvrstijo in podpirajo glede na njihovo kakovost. Priporoča jim tudi, naj opredelijo kazalnike, ki zajemajo čezmejni učinek projektov. Posebno poročilo Sodišča v skladu z drugim pododstavkom člena 287(4) PDEU.

    Cieľom cezhraničnej spolupráce je riešiť spoločné výzvy, ktoré členské štáty spoločne identifikovali v pohraničných regiónoch, a využiť nevyužitý potenciál rastu. Mnohé takéto regióny vo všeobecnosti dosahujú slabšie hospodárske výsledky než iné regióny v rámci členského štátu. Zistili sme, že programy spolupráce, ktoré sme skúmali, mali jasné stratégie na riešenie výziev v cezhraničných regiónoch, pre ktoré boli určené. Možnosti programov na uvoľnenie potenciálu týchto regiónov však boli obmedzované nedostatkami vo vykonávaní a nedostatočnými informáciami z monitorovania. Orgánom zodpovedným za programy a Komisii predkladáme viacero odporúčaní na lepšie zameranie programov spolupráce a na určovanie prioritných projektov a podporovanie projektov na základe prínosu, ako aj na vymedzenie ukazovateľov, ktoré umožnia zachytiť cezhraničný účinok projektov. Osobitná správa EDA podľa článku 287 ods. 4 druhého pododseku ZFEÚ.

    Cooperarea transfrontalieră urmărește să răspundă la provocările comune identificate împreună de statele membre în regiunile de frontieră și să exploateze potențialul de creștere nevalorificat. Multe dintre aceste regiuni au, în general, performanțe economice mai slabe decât alte regiuni din cadrul aceluiași stat membru. Curtea a constatat că programele de cooperare examinate dispuneau de strategii clare în abordarea provocărilor cu care se confruntă regiunile transfrontaliere pe care le acoperă. Cu toate acestea, deficiențele de la nivelul punerii în aplicare și neajunsurile informațiilor de monitorizare au limitat capacitatea programelor de a debloca potențialul acestor regiuni. Curtea adresează o serie de recomandări autorităților responsabile de programe și Comisiei: să asigure o mai bună direcționare a programelor de cooperare, să prioritizeze și să sprijine proiectele în funcție de merit, precum și să definească indicatori care să surprindă efectul transfrontalier al proiectelor. Raport special al Curții de Conturi Europene prezentat în temeiul articolului 287 alineatul (4) al doilea paragraf TFUE.

    A cooperação transfronteiriça tem por objetivo fazer face aos desafios comuns identificados conjuntamente pelos Estados Membros nas regiões de fronteira e explorar as potencialidades inexploradas de crescimento. Em geral, muitas regiões fronteiriças têm um desempenho económico inferior ao de outras regiões de um Estado Membro. O Tribunal constatou que os programas de cooperação que examinou tinham estratégias claras para dar resposta aos desafios enfrentados pelas regiões transfronteiriças abrangidas. No entanto, as insuficiências na execução e nas informações sobre o acompanhamento limitaram a capacidade dos programas para explorarem o potencial destas regiões. O Tribunal formula várias recomendações destinadas às autoridades responsáveis pelos programas e à Comissão no sentido de orientarem melhor os programas de cooperação, bem como de darem prioridade e concederem apoio aos projetos com base no mérito. Recomenda ainda que definam indicadores que permitam captar os efeitos transfronteiriços dos projetos. Relatório Especial do TCE apresentado nos termos do artigo 287º, nº 4, segundo parágrafo, do TFUE.

    Współpraca transgraniczna ma na celu rozwiązanie problemów występujących w regionach przygranicznych rozpoznanych wspólnie przez państwa członkowskie oraz uruchomienie niewykorzystanego potencjału wzrostu gospodarczego. Wiele regionów przygranicznych osiąga bowiem zasadniczo słabsze wyniki gospodarcze niż pozostałe regiony w danym państwie członkowskim. Trybunał ustalił, że skontrolowane przez niego programy dotyczące współpracy pomiędzy regionami transgranicznymi zawierały jasne strategie radzenia sobie z wyzwaniami stojącymi przed tymi regionami. Niemniej jednak uchybienia we wdrażaniu i niedostateczne informacje z monitorowania sprawiły, że programy te mogły jedynie w ograniczonym zakresie przyczynić się do uwolnienia potencjału tych regionów. Trybunał przedstawia szereg zaleceń pod adresem organów wdrażających programy i Komisji, które mają na celu lepsze ukierunkowanie programów współpracy oraz ustalanie priorytetów i udzielanie wsparcia w oparciu o wartość merytoryczną projektów. Zaleca także określenie wskaźników, które pozwolą zmierzyć transgraniczny efekt projektów. Sprawozdanie specjalne Europejskiego Trybunału Obrachunkowego przedstawiono na mocy art. 287 ust. 4 akapit drugi TFUE.
