    Summary
    The reforms of the common agricultural policy (CAP) have made its application more flexible and granted the Member States greater room for manoeuvre in terms of managing the policy. The latest CAP reform, or ‘Health Check’, adopted at the beginning of 2009 confirmed the regional single payment scheme as a reference model for the future. The aim of this study is to ascertain the implementing arrangements adopted by the Member States with regard to the provisions of Regulation (EC) No 73/2009. The study comprises a description of the implementing arrangements chosen in the 27 Member States, in particular in relation to decoupling, choice of payment system and use of Article 68, which permits specific national supports for farming within the overall Single Farm Payment. This is followed by a comparative analysis and conclusions.

    Summary
    The study provides an overview of the financial rules applicable to EU research framework programmes (FP6 and FP7) in order to identify areas of complexity both in the legal framework and in the way the rules are implemented. Its key findings and recommendations include the following: - rules should be communicated at the time the calls for proposals are published; - consistency of interpretation of the rules to be ensured by various means suggested; - a communication process ensuring consistent and reliable answers to beneficiaries; - the flat rate percentages should be better adapted to the specific categories of beneficiaries (SMEs, universities, NGOs, etc.); - the simplification process should result in a substantial reform of the financial rules applicable to research framework programmes, decided after consultation with all parties involved (beneficiaries and their representatives, DGs involved in FPs, DG BUDG, external auditors and the Court of Auditors); - the evolution of the rules should be smooth, so that the simplification process itself does not create an unnecessary burden.

This study aims to explain the impact of these developments on seaports and to formulate recommendations for the European Parliament.

    This study analysed spending at both EU and national levels in the following policy areas: education and training, social policy, research and development, humanitarian aid and common and foreign security policy. It also reviewed the mechanisms and processes aiming at ensuring budget coordination between the two levels. While the policy priorities of the Member States under scrutiny are congruent with those of the EU, the overall synergy between strategic EU policy objectives and budgetary policies is weak. Recommendations are made that could enhance budgetary coordination between the two levels.

    Member States have experienced difficulties over the establishment of 2007-2013 structural funds management and control systems, which are linked to the applicable rules, the organisational arrangements, human resources and the tools required. While strengthened control requirements seem to have contributed to reducing error rates, such difficulties have affected the rate of interim payments. Besides, structural funds regulatory framework is considered to have introduced more clarity but the focus on control requirements seem no longer proportionate, deflecting Structural Funds managers’ attention from content issues. Recommendations are issued to address the weaknesses identified.
